DWP PIP Rule Change July 2026: New Requirements May Restrict Mobility for Some Claimants

A Personal Independence Payment change affecting Motability Scheme users means people who use wheelchairs may have to stay at home more often. One teacher says she will not be able to work when mileage allowances drop and charges for extra miles increase later this year.

The new Motability rules will start on July 1. The changes to the scheme that PIP and Disability Living Allowance claimants can access begin in the seventh month of the year. The rule changes mean claimants face £400 in additional costs. Kay from Frome in Somerset is among those facing a 10000-mile-per-year limit from July onwards.

She told Talk to the Press that the scary thing is that disabled people have fought for many years to function in society and this decision is forcing people back into their homes. Kay said she will not be able to have a job or see her friends.

Without a large car, she will not be able to leave the house. If she does leave the house it will cause such significant pain and fatigue and discomfort that it will not be worth it. She believes this change is not only going to force people out of driving but out of work and she thinks people will lose their lives due to mental health problems. Kay added that her current lease is due in November but she cannot afford the additional mileage.

There is no way that with the £380 enhanced rate she gets from the DWP she could afford a non-Motability leased car which would cost an estimated £506 a month and £205 a month for enhancements.

She has a place on a masters course that will take her to Newport but she is considering that she might not be able to go. She is looking to retrain to become a play therapist because doctors have said she cannot be a teacher anymore under any circumstances because of the physical workload. Kay has been a disability campaigner for years and has worked on the public transport system but she still does not have faith in it. She says it is just not safe for people.
